Role Purpose
To ensure full compliance with health, safety and environmental management systems across AtkinsRéalis site operations and contractor activities, conduct investigations and audits, coordinate safety training, and maintain comprehensive HSE documentation and reporting.
Key Responsibilities
Compliance & Implementation
- Adhere to and implement AtkinsRéalis internal HSE management system requirements and procedures for AtkinsRéalis site team.
- Adhere to project HSE requirements and implement these to AtkinsRéalis team.
- Monitor the compliance of all WSA staff with applicable safety standards and company procedures and bring safety violations to the Project Manager's attention.
- Monitor, assess and report on Contractor and Sub Contractor HSE compliance with project HSE requirements as per Contract and HSE legislation/best practice.
- Issue Safety Enforcement Notices (SEN) as per applicable AtkinsRéalis SEN procedure.
- Review and comment on Contractors HSE Plans and advise updates to the site safety plan when necessary.
- Review and comment on Contractor risk assessments and work method statements.
Governance & Documentation
- Develop and update AtkinsRéalis HSE documents including the Safety File, HSE Plan, HSE-specific site risk assessment, office risk assessment, and office fire risk assessment.
- Prepare and maintain AtkinsRéalis HSE registers including training, induction, SEN, inspection reports, accident/incident and others as required.
- Conduct accident and incident investigations for AtkinsRéalis staff.
- Compile accident report and incident statistics.
Operations & Monitoring
- Carry out daily site HSE tours with Contractor HSE staff and highlight findings.
- Follow up with Contractor on outstanding HSE issues, including SENs, and ensure prompt closure with adequate evidence of compliance.
- Immediately bring critical and outstanding safety issues to the AtkinsRéalis PM's attention for further action.
- Conduct and coordinate regular safety training for WSA staff.
Stakeholder Management & Reporting
- Chair weekly safety meetings where required with Contractor and other parties as necessary.
- Issue Minutes of Meeting (MOM) on time within 48 hours.
- Report any outstanding and critical safety issues or lack of action by Contractor in weekly progress meetings.
- Report any accident on site immediately to AtkinsRéalis UAE Health and Safety Manager and Line Manager.
- Communicate, coordinate and seek advice from AtkinsRéalis UAE Health and Safety Manager as required.
Qualifications & Experience
- Minimum HSE qualifications with NEBOSH Diploma/IGC.
- Lead auditor course in ISO 45001 and ISO 14001.
- Professional membership from IIRSM/IOSH preferred.
- Middle East experience mandatory.
- Experience in site supervision consultant role.
Skills & Competencies
- Excellent communication skills in written and spoken English essential.
- Capable of working independently or within and leading a small team of like-discipline individuals.
- Ability to create designs relevant to Middle East environment.
