HSE Engineer at Emirates Electrical & Instrumentation Company LLC, a member of the Ghobash Group, based at ADNOC project locations in Abu Dhabi.

For almost 20 years, the company has made vital contributions to the Oil & Gas sector of the UAE, executing both onshore and offshore projects. ADNOC is one of the main clients along with Tier 1 and Tier 2 EPC contractors in this sector. The company has the expertise to carry out full EPC&M services for electrical and instrumentation works and brings localized knowledge to measure and automate exploration, production, separation, refining processes, and distribution.
Role Purpose
Lead and manage health, safety, and environmental compliance across electrical and instrumentation work activities at project sites. Ensure adherence to company HSE policies, local and federal regulations, and drive continuous safety improvements through risk assessment, training, incident investigation, and emergency preparedness.
Key Responsibilities
Compliance & Policy
- Ensure adherence to company HSE policies and procedures.
- Ensure compliance with local, state, and federal HSE regulations.
- Stay abreast of relevant electrical and instrumentation industry regulations and standards.
- Monitor HSE related issues at the projects regarding the company's clients.
Risk Assessment & Control
- Conduct regular risk assessments for electrical and instrumentation work activities.
- Develop and implement control measures to mitigate identified risks.
- Monitor key performance indicators related to electrical and instrumentation safety.
- Conduct regular site inspections to identify and rectify potential hazards.
- Monitor site conditions in line with the HSE-Management system.
- Revise activity risk assessments where a gap has been identified based on ISO requirements.
- Deliver strong knowledge of Permit to Work (PTW), Risk Assessment, HAZID, HAZOP, LOTO, and emergency response procedures.
Leadership & Team Management
- Lead HSE Team at site and interface with company.
- Direct and guide the HSE staff and follow up their implementations to be complied with HSE manual and policies.
- Draw progress and development plans for HSE sections and supervise their implementation to cope with local and international standards.
- Collaborate with project teams to ensure safe work practices.
Training & Awareness
- Conduct regular toolbox talks focusing on electrical and instrumentation safety.
- Develop and deliver training programs to enhance awareness and skills.
- Develop and deliver training programs in a manner that raises employee awareness and enables employees and supervisors to work safely.
- Deliver and track new employee safety orientations.
- Participate in site HSE training activities.
Incident Management & Investigation
- Lead investigations into electrical and instrumentation-related incidents and accidents.
- Develop and implement corrective actions to prevent recurrence.
- Conduct incident investigation and reporting.
Emergency Response
- Develop and maintain emergency response plans for electrical and instrumentation scenarios.
- Conduct drills to test and improve the effectiveness of emergency response procedures.
Monitoring & Reporting
- Monitor and observe safety programs to ensure a safe and compliant work environment.
- Prepare and submit regular reports on HSE performance to project management.
- Monitor the project HSE programme and participate in the project HSE audit and inspection.
- Monitor knowledge of the ISO requirement and monitoring thereof.
Qualifications & Experience
- Bachelor's degree in Engineering, HSE Certification, or equivalent.
- Minimum 7 to 9 years of experience in oil and gas industry.
- NEBOSH IGC certification.
- Additional certifications such as IOSH Managing Safely, OSHA, First Aid, or Fire Safety are advantageous.
Skills & Competencies
- Strong knowledge of Permit to Work (PTW), Risk Assessment, HAZID, HAZOP, LOTO, and emergency response procedures.
- Effective communication skills and team-oriented approach.
- Attention to detail with commitment to quality and safety.
- Ability to follow instructions, meet deadlines, and manage time effectively.
- Strong willingness to learn and adapt to a dynamic project environment.
