Role Purpose

The Chapter Lead balances people leadership, capability development, and governance to govern and monitor multiple programs and projects. The role ensures delivery on time and within budget through full adoption of governance and delivery frameworks, controls, and processes. The Chapter Lead works directly with all office functions, CPMO Delivery Teams, and the Business to ensure programs and projects have what they need for execution, while leveraging all tools, resources, and processes to enable timely and budget-compliant delivery. The role does not own day-to-day delivery.

Key Responsibilities

People & Capability Leadership

• Lead, coach, and develop team members to build strong professional capabilities.
• Own skills development, mentoring, and succession planning within the team.
• Foster a strong culture of learning, accountability, and continuous improvement.
• Supervise, coach, and develop team members.

Strategic Alignment & Governance

• Align team capabilities with enterprise strategy, roadmap, and regulatory requirements.
• Partner with project managers to ensure the right skills are deployed to the right initiatives.
• Support risk management, compliance, and audit requirements within the team domain.
• Ensure programs and projects adhere to the Bank's governance including processes, reporting, and governance committees.
• Ensure CPMO standards and controls on programs and projects are followed including progress against plan, budget, vendor costs, and RAID (risks, issues, assumptions and dependencies).
• Work closely with project managers to resolve issues and handle escalations.
• Propose best practices on efficient management principles, processes, tools, and templates and ensure continuous maintenance.

Demand & Capacity Management

• Provide visibility into team capacity, skills mix, and constraints and future capacity planning.
• Optimize resource utilization across initiatives while maintaining quality and sustainability.

Stakeholder Collaboration

• Act as a trusted advisor to senior stakeholders on capability maturity and delivery direction.
• Act as the single point of contact for latest delivery position.
• Maintain in-depth knowledge of individual projects and programs to ensure accurate visibility to Senior Management.

Qualifications & Experience

• University degree in Technology, Management, or equivalent.
• 10+ years of experience in the relevant capability domain.
• Proven experience leading specialist teams.
• Strong people leadership, coaching, and stakeholder management skills.
• Experience operating in agile and product-based environments.
• Ability to influence without direct delivery ownership.

Skills & Competencies

• Experience handling multiple programs with interdependencies and ability to proactively resolve issues.
• Experience managing various project management delivery methodologies including Agile, Waterfall, and Hybrid.
• Experience working with cross-functional teams.
• Good stakeholder management capability and experience working with senior management.
• Excellent presentation and communication skills.
• Proficient in Microsoft Office applications including PowerPoint and Excel.
• Willing to learn, collaborate, go the extra mile, and demonstrate a high level of integrity with ability to handle highly confidential information appropriately.
