Role Overview
Global Lead Procurement Officer at the Islamic Development Bank, located at IsDB HQ in Jeddah, Saudi Arabia. Job Grade E4, fixed-term contract.
Company Overview
The role sits within the Operations Complex, Project Procurement & Financial Management division.
Role Purpose
To provide global leadership in project procurement by developing and strengthening procurement policies, guidelines, procedures, tools, and strategies that ensure fiduciary integrity, compliance, economy, efficiency, transparency, and value for money in Bank-financed operations. The role provides expert advice, supports procurement strategy design and implementation, strengthens country and e-procurement systems, leads capacity development, monitors portfolio performance across Regional Hubs, addresses complex procurement challenges, promotes innovation and knowledge sharing, and fosters collaboration with development partners and multilateral development banks to advance international best practices and support timely and effective delivery of development projects in Member Countries.
Key Responsibilities
Policies and Procedures
- Lead development of procurement policies and procedures based on Member Countries' capacity and requirements in line with similar multilateral development bank practices.
- Contribute to formulation of the Unit's strategy, annual plans, and budgets, ensuring proper implementation.
- Develop and update project procurement policy instruments, including procurement procedures, processes, standard templates and checklists, ensuring procurement approaches are fit-for-purpose and reflect value-for-money through application of the Bank's core project procurement principles.
- Develop and update guidance notes and standard project procurement documents relevant to the project procurement cycle.
- Provide review of all other Bank policies and procedures to ensure consistency with project procurement policies.
- Lead preparation of country procurement assessments and e-Government Procurement assessments.
Project Procurement Design and Implementation Management
- Guide beneficiary countries in preparing Procurement Strategies and Procurement Plans to support achievement of project and program development objectives.
- Develop robust procurement risk matrix with mitigation measures and ensure implementation at project level.
- Lead process for development of procurement packages and arrangements for projects for acquisition of works, goods, and services during project preparation in consultation with procurement and operations colleagues.
- Develop, enhance, and manage project procurement in compliance with agreed procurement arrangements, in coordination with operations teams across Regional Hubs.
- Provide facilitation and implementation support to project procurement officers across Regional Hubs by contributing to procurement performance reviews to address procurement issues.
- Lead and monitor procurement-related activities for Regional Hubs to support project procurement processes in line with agreed Procurement Plan.
- Ensure compliance with the Bank's policies, procedures, and Delegation of Authority matrix during procurement process reviews.
- Lead review of specific non-compliance cases across Regional Hubs and post reviews of IsDB's project procurement.
Country System Assessment and Capacity Development
- Lead technical assessments of Member Countries' procurement systems and e-Government Procurement systems using the MAPS tool in collaboration with development partners.
- Provide significant input in development of training programs for procurement and operations staff, executing agencies, and Project Management Units.
- Lead preparation and delivery of country procurement workshops, specialized clinics, and joint events with multilateral development banks.
- Contribute to delivery of capacity development programs for key stakeholders in Member Countries related to project procurement and contract management.
- Build capacity and mainstream new procurement approaches, such as sustainable procurement, rated criteria, and life-cycle costing.
Advice, Knowledge Sharing and Innovation
- Provide expert advice on procurement issues to management and external stakeholders in line with the Bank's policies and procedures.
- Develop and implement innovative ideas and improvement proposals for improving procurement processes.
- Provide expert advice, recommendations, and guidance to various departments and units within the Bank on procurement matters.
- Ensure effective dissemination of lessons learned and best practices on procurement matters to promote knowledge at IsDB.
- Encourage collaboration and communication with other departments and entities, particularly in the Operations Complex, in improving efficiency of procurement processes and projects.
Customer Service
- Lead resolution of procurement issues raised by various stakeholders, especially related to interpretation and compliance with procurement policies and procedures.
- Improve client responsiveness, stakeholder interactions, and efficiency required for service delivery.
Reporting and Communication
- Provide clear, focused, and candid opinions on procurement-related issues, with practical guidance and references to applicable policies and procedures.
- Maintain effective communication with Operations teams to ensure concerned parties are briefed regularly on project activities.
Relationship Management
- Contribute to managing relationships with key internal and external stakeholders, including operations staff, government officials, Project Management Units, and Executing Agencies.
- Position the Bank with other multilateral development banks and development partners on joint initiatives and programs.
Partnership
- Enhance partnerships with procurement teams of co-financers to support development and implementation of operations in Member Countries.
- Contribute to efforts to strengthen partnership with other development partners and stakeholders related to countries in procurement-related aspects.
Qualifications & Experience
- Master's degree in engineering, economics, business administration, public procurement, or a related field.
- Minimum 10 years of experience in project procurement related to the project cycle of multilateral development banks.
- Deep understanding of procurement policies and procedures, including their interpretation as best practice.
- Minimum 3 years of exposure to procurement practices of similar multilateral development banks.
