Role Overview

Estimator at Ejqa, based at Milaha Shipyard.

Role Purpose

Prepare accurate cost estimates, quotations, proposals, and invoices for shipyard projects. Coordinate across internal departments and external stakeholders to ensure client requirements are met, compliance standards are upheld, and revenue is invoiced correctly.

Key Responsibilities

Estimation & Quotation Development

  • Review RFQ and tender documents and clarify technical or commercial queries with the client.
  • Circulate relevant portions of RFQs to respective departments and corporate functions for inputs, queries, and feedback.
  • Coordinate with other departments to collect resource plans and requirements for preparing cost estimates.
  • Seek cost estimates for materials and specialist or subcontractor jobs.
  • Perform estimating tasks to enhance the company's image as a full-service, competitively priced contractor.
  • Prepare tenders, proposals (technical and commercial), and cost estimates for O&G, EPC, offshore, onshore, shutdown, manpower supply, or other fabrication projects.
  • Coordinate with legal, insurance, tax, CFT, and other applicable corporate functions for tender-relevant inputs.
  • Review, inspect, clarify, interpret, and develop detailed scope of work for every project or job enquired by the client.
  • Prepare cost estimates and commercial proposals based on client specifications.
  • Prepare technical and commercial tenders and forward to Manager – Commercial or higher management for review.

Proposal & Tender Submission

  • Upon management approval, submit commercial and technical proposals or tenders via the Business Development team to the client.
  • Prepare technical and commercial tender clarifications received from the client by coordinating with relevant departments or corporate functions.

Project Coordination & Monitoring

  • Coordinate with the Business Development team to meet customer expectations and support them by attending client meetings to understand actual client requirements.
  • Monitor the client-approved job progress against the estimated timeframe and budgeted cost.
  • Visit work sites for work follow-up and preparation of additional quotations, variation orders, or invoicing as required.

Invoicing & Financial Management

  • Prepare and submit daily cost updates to client and Shipyard Management for major projects.
  • Prepare draft invoices with details pertaining to quoted prices, actual booked cost, and cost incurred, then forward to Manager – Commercial for approval.
  • Discuss draft invoices with customer representatives and obtain relevant approvals.
  • Perform negotiations with customers and inform management of outputs to support decision-making.
  • Finalize invoices with owner representatives prior to project completion and sign off the memo of settlement.
  • Submit invoices to the client representative or client finance department for payment.

Record Keeping & Administration

  • Update and maintain departmental registers such as quotation register, invoice register, project/work order register, and contracts register.
  • Maintain files and documents in soft copy and hard copy as applicable.

General Duties

  • Attend relevant meetings and events as per management guidance.
  • Perform any other duties assigned by Manager – Commercial and VP – Shipyard.

Qualifications & Experience

  • Bachelor degree in engineering, preferably in mechanical or electrical engineering.
  • Minimum 3–5 years of similar experience in estimation and invoicing in a reputed fabrication yard or shipbuilding yard.
  • Middle East experience preferred.

Skills & Competencies

  • Proficiency in MS Excel and other MS Office applications.
  • Oracle and SAP systems experience.
  • Web applications proficiency.
  • Strong knowledge of estimation and invoicing practices and techniques.
  • Research skills and analytical thinking.
  • Strong knowledge in ship repair activities.

  • Follow agreed safe systems of work; follow training and instructions; and report accidents, incidents, and near misses.
  • Authority to stop work if the work is deemed unsafe.
  • Accountable for own acts and omissions.

Stakeholder Engagement

Internal: Manager – Commercial, VP and other key management of Shipyard, all Milaha Shipyard employees, Business Development and key accounts team, Milaha corporate functions.

External: Suppliers and subcontractors, shipyard regulatory bodies, client representatives.
