Role Overview
Engineering Manager (Infrastructure) at Amentum, based in Riyadh, Saudi Arabia. This is a site-based position supporting the delivery and oversight of a key infrastructure package under a Technical Services Provider (TSP) contract with a government client.

Role Purpose
The Engineering Manager acts on behalf of the client to provide oversight, assurance, and technical input across all phases of the Design & Build contractor's delivery of secure infrastructure works. The role ensures the project meets its quality, safety, compliance, and performance requirements while maintaining the technical integrity of the programme and supporting a smooth transition into construction, testing, and commissioning phases.
Key Responsibilities
Design & Build Oversight
- Support the safe, on-time, and high-quality delivery of infrastructure works.
- Lead multi-disciplinary coordination of design reviews.
- Manage the assurance of design compliance.
- Ensure constructability, integration, and alignment with contractual and regulatory obligations.
- Review submittals, RFIs, method statements, and test plans as applicable.
- Ensure technical compliance with drawings, specifications, and standards.
- Ability to interpret technical drawings, specifications, and contractual requirements.
Risk & Quality Assurance
- Work closely with the Design & Build contractor, client engineers, and internal assurance teams to identify and mitigate risks early in the design lifecycle.
- Participate in inspections, reviews, and quality and safety audits.
- Ensure engineering outputs are of high quality.
- Maintain the technical integrity of the programme.
Stakeholder Coordination & Reporting
- Collaborate with contractors, consultants, and internal engineering teams.
- Report progress, issues, and risks to the project leadership team.
- Ensure that client expectations are met in terms of safety, performance, maintainability, and long-term operational value.
Qualifications & Experience
- Bachelor's degree in a relevant discipline (Engineering, Architecture, or HSE depending on role).
- 5–10 years of experience in infrastructure or secure projects.
- Demonstrated experience in supporting technical oversight, design review, or quality control on government or defence-related projects.
- Experience working with or alongside Design & Build contractors is highly desirable.
- Familiar with Saudi regulations and international standards.
- Strong understanding of compliance requirements in secure or regulated environments.
- Experience with secure site protocols is a plus.
Skills & Competencies
- Strong communication and stakeholder coordination skills.
- Fluent in English; Arabic language skills are an advantage.
