ENGINEER, HSE (Field)(DGD)

Role Overview

Engineer, HSE (Field) at ADNOC, based in the United Arab Emirates.

Role Purpose

Monitor HSE performance and practices across Group Companies operations and plant assets to ensure safe operations in accordance with ADNOC HSE standards, policies and procedures. Act as the focal point for HSE management systems implementation, provide support to respective functions and personnel, and deliver recommendations and feedback for incident resolution and HSE development projects.

Key Responsibilities

Compliance & Monitoring

• Monitor HSE compliance and performance across Group Companies.
• Participate in complex and high-impact HSE inspection activities to ensure compliance with HSE standards and procedures for equipment installation, asset and facilities operations, starting, loading, offloading, and shutting down.
• Review reports, feedback and inputs from Group Companies to ensure aligned and timely support for HSE-related matters.
• Prepare and update safety inspection checklists and schedules for surveying Group Companies facilities for assessment of hazards and pinpointing corrective actions.

HSE Management Systems & Communications

• Provide support, facilitate understanding and communication of HSE Management System and Codes of Practices for ADNOC and Group Companies.
• Implement approved HSE policies, processes, systems, standards and procedures in line with Company and International standards.
• Comply with all applicable legislation and legal regulations.

Incident & Accident Management

• Analyse accidents and recommend actions required to minimize recurrence.
• Follow up on implementation of recommendations to ensure HSE barriers are in place until close-out report issuance.
• Investigate or participate in investigations for accidents as per HSE management instructions to enable forthcoming decision-making.

Technical Studies & Assessment

• Participate in HSE-related studies in line with HSE technical experts, such as HSE Impact Assessment, HAZOP, HAZID, Root Cause Analysis and Risk Assessment.
• Audit, review and assess deployed projects, initiatives and recent updates to ensure sustainable and continuous development.

Safety Programs & Standards

• Contribute to the development of safety programs and ensure availability of safety manuals, hazardous area instructions, safety materials, safety publications and posters.
• Recommend improvements for areas of unsafe working conditions.
• Revise purchasing standards to ensure equipment and material purchased meet applicable safety codes and conform to latest technology.

Audit & Contractor Management

• Participate in reviewing and amending the Company's Audit and Management of Contractors Procedures.
• Participate in implementation of level 2 internal audits, including self-assessed audits conducted at site level.
• Participate in implementation of level 3 audits conducted at corporate level.

Supervision & Development

• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop assigned staff on relevant skills to enable them to become proficient on the job and deliver respective business objectives.

Budget & Performance

• Provide input for preparation of Function, Division, Department and Section budgets.
• Assist in implementation of approved budgets and work plans to deliver business objectives.
• Investigate and highlight any significant variances to support effective performance and cost control.
• Contribute to achievement of approved Performance Objectives in line with Company Performance framework.

Innovation & Improvement

• Design and implement new tools and techniques to improve quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards.

Reporting & Documentation

• Provide inputs to prepare Management Information System and progress reports for Company Management.
• Comply with relevant HSE policies, procedures and controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.

Qualifications & Experience

• Bachelor Degree in Safety, Industrial Engineering, or any related engineering field.
• 6 years of experience, including at least 3 years as Safety or HSE Engineer.
• Experience in HSE project implementation, HSE inspection and HSE systems.
• Experience in one or more of the following fields: Drilling, Operations, Construction, Petrochemicals and refinery.

Skills & Competencies

• ISO 9001 certification.
• NEBOSH or NIOSH NPG certification.
• ISO 14001 or RC certification.
• ISO 27000 certification.

Additional Information

Work Environment

• Normally air-conditioned office environment.
• Could be exposed to prevailing weather conditions involving heat, humidity and similar environmental factors while on site visits.

Working Relationships

• Regular work contacts with all levels in the organization, primarily with Senior and Middle Management during development and follow-up of Corrective and Preventive action plans and all related post-audit follow-ups.
• Regular contacts with similar counterparts in ADNOC Group of Companies and operating companies affiliated to the Supreme Petroleum Council to provide advice and exchange expertise and work coordination.
• Regular contacts with consultants, external bodies auditors, ADNOC and Shareholders Auditors.
