Role Overview

Engineer - Developee, Gas & DR Water Treatment Operation at Qatar Steel, based in Qatar.

Role Purpose

Oversee technical operations and continuous improvement of Gas and Direct Reduction plant utilities processes, including design and implementation of technical enhancements, utility consumption management, problem-solving, and coordination with internal and external stakeholders to ensure uninterrupted utilities supply and optimal operational performance.

Key Responsibilities

Operations & Technical Management

• Oversee, design and propose to management technical improvements and developments based on process requirements and implement approved plans to support continual technical improvement of Gas and Direct Reduction plants utilities processes.
• Implement engineering and specialist skills to solve technical and utilities operation problems to ensure quick and effective resolution and support uninterrupted utilities supply in Gas and DR Utilities section.
• Implement standard engineering modifications and upgradations (short term and long term) to plant processes and equipment operation to achieve optimum solutions to technical problems.
• Carry out verification of monthly and annual utility consumption bills such as Natural Gas, Fresh water, Oxygen, Nitrogen and Argon and make payment advice to Finance Department for settlement of invoices.

Continuous Improvement & Standards Development

• Oversee and develop continuous improvements of operating standards and procedures to support continuous improvements in operating performance of the Gas and DR Utilities supply plants and equipment.
• Identify and develop improvements to operating standards, policies and procedures to support continuous improvements in operating performance.
• Lead and promote technical development in equipment and process maintenance to ensure continuous improvement in operation and achieving KPIs.

Planning & Procurement

• Plan, identify and recommend equipment, systems and spares for procurement, provide technical specifications, perform technical evaluation of equipment and suppliers and ensure effective commissioning and follow-up where appropriate.
• Prepare long-term maintenance plan for own area for management approval to ensure plant and equipment maintenance needs are met and production process availability optimized for the coming 5 years.
• Carry out preparation of monthly Natural Gas Forecast and Oxygen and Nitrogen demand according to production plan of DR and manufacturing units and coordinate with QatarEnergy to ensure quantities are available to meet the production plan.

Budgeting & Financial Management

• Carry out preparation and propose annual operation Opex budgets of Water and Gas section operation for management approval that accurately represent anticipated costs and enable effective cost management.
• Monitor the financial performance of a given area of activity versus approved budgets and ensure all operational activities are carried out within the allocated budget.

Stakeholder Coordination

• Collaborate in preparation of tender specifications, tender evaluation, engineering and review of drawings, erection and installation, commissioning, schedule project timeline and cash flow to ensure projects are delivered to planned schedule and time, optimum cost and acceptable quality standards.
• Coordinate with all external parties such as QatarEnergy, Transmission Department, GASAL, KAHRAMAA, Water Treatment Chemical Contractor, Outsourced Service contractors and Material suppliers on technical issues to ensure utilities-related issues and problems are identified, evaluated and potential operational disruptions minimized.
• Coordinate all technical correspondence with other departments, sections, plant units operating teams, external utilities suppliers, equipment and material suppliers and other companies and agencies, ensuring correspondence is dealt with appropriately.

Data Recording, Analysis & Reporting

• Perform periodic review of inspection results and data analysis to predict expected troubles and ensure plant and equipment data is available and well-analyzed.
• Ensure all data records follow relevant certifications such as ISO-9001, 14001, 45001.
• Prepare reports to management with data analysis and recommendations to achieve best performance in all manners.
• Report technical abnormalities with recommendations to management to ensure senior management have sufficient information to support decision-making and direction for appropriate remedial action and planning of future maintenance activity.
• Review delays and fault reports for root cause analysis and corrective actions.

Health, Safety & Environment

• Identify hazardous situations and evaluate relevant risk to conclude appropriate action to maintain safe working environment.
• Oversee implementation of all relevant safety, quality and environmental management policies, procedures and controls to maintain a healthy and safe work environment.
• Analyze incidents, implement preventive measures and uphold safety protocols.

Team Support & Development

• Support and provide guidance to team in technical studies to contribute to ongoing development of maintenance and operation activities to ensure technical problems are effectively resolved.
• Support management in achieving targets of company corporate objectives such as safety, profitability and sustainability.

General Duties

• Follow all relevant policies, processes, standard operating procedures and work instructions in the section so that work is carried out in a controlled and effective manner.
• Perform and carry out any additional assignments and tasks as required by management.

Qualifications & Experience

• Bachelor of Engineering or B-Tech in Mechanical or Chemical Engineering from a reputable university
• Minimum 6 to 7 years of experience in integrated steel plant utilities process operation, especially DR Plant Utilities

Skills & Competencies

• In-depth skill and knowledge in utilities gases supply (Natural gas, Oxygen, Nitrogen, Argon), Compressed air Station and Cooling water treatment plant of Direct Reduction Plants and process operations with strong and demonstrated experience
• Comprehensive understanding of DR water treatment process and equipment
• Good knowledge and understanding of financial planning and budgeting processes
• Ability to work both as part of a team and independently
• Good knowledge and understanding of process calculations and computations
• Strong conflict management, facilitation and resolution skills
• Excellent use of English (required) and excellent verbal and written communication and presentation skills
