Role Overview

Director - Development Financial Planning and Analysis (CORS 245) at Qiddiya Investment Company.

Role Purpose

Serve as the backbone of Qiddiya's FP&A function by providing comprehensive financial oversight of development projects, managing budgets and risks, delivering actionable insights to senior leadership, and driving excellence in management reporting and financial discipline across the development portfolio.

Key Responsibilities

Financial Oversight & Project Management

• Lead financial oversight of capital projects, ensuring alignment with budget, schedule, and scope.
• Confirm and track Contingency Utilization and Releases across projects.
• Review and validate Unapproved Variations, EOT/EOTC, and Contractor Claims.
• Review and assess Provisional Sum Utilization requests.
• Identify and analyze Project Schedule Changes using Primavera P6.
• Proactively identify Project Risks and Opportunities, integrating them into financial forecasts.

Systems & Data Integrity

• Ensure seamless system integration between Project and Accounting Systems.
• Track and close reconciliation issues on a monthly basis.
• Maintain integrity of data between accounting and project systems.
• Build and maintain robust data structures and scenario models to support planning, forecasting, and strategic decision-making for Development.

Reporting & Analytics

• Own the preparation of management packs, Board of Directors decks, and executive management presentations.
• Translate complex financial data into clear, structured, and visually compelling materials for senior leadership.
• Produce high-quality management packs, board decks, and budget submissions.
• Standardize and enhance reporting frameworks, including KPIs, action trackers, and executive logs for Development.
• Deliver accurate, actionable insights to senior leadership.

Financial Management & Governance

• Manage and challenge budgets.
• Develop deep insights over variance and maintain action plans for course correction.
• Ensure financial discipline, transparency, and controls.

Stakeholder Management & Leadership

• Collaborate closely with internal FP&A teams, accounting, treasury, and other finance functions to ensure data integrity and process alignment.
• Mentor and lead the team, instilling consulting-style rigor, accuracy, and continuous improvement.
• Engagement with C-Level executives and Board Members.

Transformation & Efficiency

• Drive continuous improvement initiatives by identifying opportunities to automate reporting, streamline consolidation processes, and enhance overall FP&A efficiency for Development vertical.
• Enable roadmap for automation, AI, and ML initiatives.

Qualifications & Experience

• Bachelor's degree in Finance or Business Management is essential; Master's degree is an advantage.
• Professional certification such as CPA, CA, ACCA, or MBA is required.
• 15 years of overall experience with noteworthy progression in the Finance Function.
• More than 5 years of comprehensive FP&A experience.
• Over 5 years in senior leadership positions with demonstrated capability in stakeholder management, engagement with C-Level executives or Board Members, management reporting, financial consolidation, performance analysis, finance transformation, and automation.
• Experience in master development, construction, infrastructure, real estate, or similar industries is mandatory, or alternatively, over 10 years of experience in large multinational corporations with annual revenues, capital expenditures, or operational expenditures exceeding USD 2 billion, showcasing a progressive career marked by high performance.
• Regional experience is highly preferred.
• Experience with Big 4 or Tier 1 consultancy firms is strongly preferred.
