Development Manager

Role Overview

Development Manager at Retal. The role manages project developments from inception through completion, overseeing commercial and project management activities across potentially multiple concurrent projects depending on scale.

Role Purpose

Manage the end-to-end delivery of real estate development projects, ensuring completion on time, within budget, and to approved quality standards. Oversee commercial and project management, stakeholder coordination, and provide strategic input on project identification and business development opportunities.

Key Responsibilities

Project Management & Delivery

• Manage project developments from start to finish, including commercial and project management across potentially multiple projects depending on scale.
• Ensure projects are delivered on time, within budget, and to approved quality standards.
• Monitor necessary coordination to manage project sites and logistics, project documentation, project cost and working capital management, and other elements of project management.
• Focus on delivery of construction-related projects in accordance with the organization's timetable and requirements.
• Track each project in terms of schedule, budget, feasibility, and client sign-offs.

Stakeholder & Partner Management

• Manage necessary stakeholders to ensure successful project completion.
• Identify partnership opportunities to support the company's strategic priorities on projects.
• Monitor day-to-day relationships with partners for ongoing developments.
• Establish metrics to analyze and track the performance of partners.

Project Development & Business Case

• Participate on a need basis in providing relevant inputs during project identification and evaluation.
• Participate on a need basis in providing relevant inputs during evaluation of business development opportunities.
• Support identification of potential new projects that can be undertaken by the company.
• Develop a business case for identified projects in consultation with the Head of Finance & Legal, Head of Project Services, and Head of Strategy.

Technical & Commercial Oversight

• Provide technical assistance regarding various local, state, and national affordable housing programs.
• Manage leasing, partnership negotiations, architecture, construction contracts, and all other legal aspects.
• Prepare RFP, contracts, and tenders.

Operations & Knowledge Management

• Coordinate induction of facility management services around newly developed facilities prior to commissioning.
• Ensure that the knowledge management database is updated regularly with all accurate and relevant information.

Qualifications & Experience

• Bachelor's degree in architecture or civil engineering.
• Minimum 8–12 years of relevant experience in project management and construction management in real estate development.
• At least 4 years in a development role in the GCC.
• Experience in five-star hotel projects, branded residences, high-rise apartments, high-rise 50+ floors, or hotel packaging and procurement from client-side or developer-side.
• Experience in preparation of RFP, contracts, and tenders.
• Strong understanding of managing business plans, company development, financial awareness and control, and delivery of projects.
