Role Overview
Cost Control Section Head at HILL International. This position leads the cost control function across the organization.
Role Purpose
Develop and implement cost control strategies and procedures to ensure effective financial management across projects and operations. Monitor financial performance, identify cost-saving opportunities, and support senior management decision-making through accurate reporting and analysis.
Key Responsibilities
Strategy & Cost Management
- Develop and implement cost control strategies and procedures to ensure effective financial management.
- Collaborate with cross-functional teams to develop cost reduction initiatives and drive efficiency.
- Stay updated on industry trends, regulations, and best practices in cost control and financial analysis.
Financial Analysis & Reporting
- Monitor and analyze financial data to identify cost-saving opportunities and improve profitability.
- Prepare and present financial reports, budget forecasts, and variance analysis to senior management.
- Provide guidance and support to the finance team on cost control matters.
Project Cost Control
- Coordinate with project managers and department heads to track and control project costs.
- Manage and support claims and variations study, analysis, and evaluation.
- Extensive experience in producing project cash flow forecasts.
Compliance & Approval
- Review and approve purchase orders, invoices, and expense reports to ensure compliance with company policies and budget limits.
- Conduct regular audits of financial records and procedures to identify and resolve discrepancies.
- Inform themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures in place within HILL International, and ensure continued compliance with these requirements while employed by HILL.
Team Leadership & Development
- Train and mentor cost control staff to ensure their understanding of cost control processes and procedures.
General
- Perform other duties as assigned by the line manager or supervisor.
Qualifications & Experience
- Bachelor degree in engineering from an accredited university.
- Minimum 20 years' experience in cost control, including having been a cost manager for large-scale projects.
- Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis in the field and home office.
- Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products.
- Demonstrated ability to plan and schedule products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices.
Skills & Competencies
- Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
- Skilled in verbal and written communication.
