Role Purpose
The Corporate HSE Manager plays a key leadership role in shaping and strengthening Al Jomaih Energy & Water's Health, Safety, and Environment (HSE) framework. The role oversees HSE performance across both existing operational assets and new project investments during their construction phases through to commercial operation, ensuring full compliance with applicable codes, standards, and regulatory requirements. The role is critical in coordinating with internal and external stakeholders to manage Return of Experience (RoE) and Lessons Learned processes, capturing and analyzing insights to support knowledge transfer and preventive action across projects and assets.
Key Responsibilities
HSE Oversight
- Implement HSE policies and procedures across all company operations.
- Conduct regular site audits and inspections to identify and address potential hazards.
- Collaborate with Project Company, Operations & Maintenance Company, and EPC Contractors to ensure compliance with local and international HSE regulations.
Risk Assessment
- Perform risk assessments and provide recommendations for risk mitigation.
- Develop and implement emergency response plans to address potential accidents or incidents.
Training and Awareness
- Conduct HSE training sessions for project personnel and contractors.
- Promote a strong safety culture by fostering awareness and understanding of HSE policies and procedures.
- Promote a learning culture across the organization.
Incident Investigation
- Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions.
- Maintain detailed records of all incidents and their resolutions.
Documentation and Reporting
- Prepare and submit regular HSE reports to project management.
- Maintain accurate records of safety inspections, audits, and training sessions.
Compliance
- Ensure that all project and asset activities comply with relevant HSE legislation and standards.
- Collaborate with regulatory authorities and conduct necessary permitting activities.
Emergency Response Coordination
- Develop and implement emergency response procedures and coordinate drills.
- Liaise with local emergency services to ensure a rapid and effective response in case of emergencies.
Return of Experience and Knowledge Management
- Coordinate with internal and external stakeholders to manage Return of Experience (RoE) and Lessons Learned processes.
- Ensure insights are captured, analyzed, and shared effectively across projects and assets.
- Leverage smart tools and structured systems to support knowledge transfer and preventive action.
Qualifications & Experience
- Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.
- 10+ years proven experience as an HSE Manager at corporate level for construction and/or development companies.
- In-depth knowledge of local and international HSE regulations and standards.
