Role Overview
Controller, Budget & Cost at ADNOC, responsible for coordinating and consolidating Joint and Associated Ventures budgets and financial forecasts for shareholder reporting.
Role Purpose
Coordinate, consolidate, and ensure timely production of Joint and Associated Ventures Budget-Original and Spring Forecast for issuance to Shareholders and relevant Associated Venture Companies. Monitor expenditure performance, manage capital commitments, and supervise budget and accounting personnel across divisions.
Key Responsibilities
Budget Preparation & Consolidation
- Coordinate with Financial Controllers in respective Divisions to direct the preparation of Original and Spring Forecast Budgets for Main Joint and Associated Ventures.
- Monitor progress and ensure work performed is in accordance with budget guidelines.
- Refer to User Departments and Divisions for their confirmation and feedback.
- Collate and consolidate all spender input into a single budget report.
- Coordinate with concerned Divisions to obtain necessary information on Capital and Major Maintenance schemes.
- Ensure timely and accurate preparation of supporting materials for budget presentation to Management, including summaries, dry runs, and variance analysis.
- Assist in the preparation of budget presentations and attend and participate in budget meetings.
Variance Monitoring & Reporting
- Monitor expenditure variances with budget limits and investigate over and under runs.
- Prepare mandatory reports to Shareholders and Management.
- Ensure all budget processes are in line with Company procedures.
- Monitor expenditure reports on a monthly basis against budget to ensure budget performance within the Division is appropriately controlled and documented at all times.
- Review all charges appearing on monthly expenditure reports, highlight significant variance between budget and actual expenditure, investigate and correct anomalies, and alert Responsibility Officers and Divisional Managers on unusual items.
Fixed Assets & Depreciation Management
- Prepare consolidated Fixed Assets and Depreciation Schedules for Shareholders.
- Coordinate and ensure timely consolidation, update, and production of Company Fixed Assets Register for new and existing Projects.
- Coordinate and control the Capital Commitment and Expenditure of all capital and Major Maintenance works, including Plants and equipment, by reviewing related financial statements and authorization for expenditure as per approved Capital budget.
- Alert Assets Units Financial Controllers of unbudgeted capital items.
Accounts & Audit Support
- Attend to Internal and External auditors on their budget queries and prepare necessary replies.
- Coordinate and ensure timely preparation of Monthly, Quarterly, and Final Accounts for Joint and Associated Ventures.
Supervision & Team Development
- Direct and supervise the activities of assigned personnel involved in the preparation of Capital and Operating budgets for the Company's Divisions.
- Plan, supervise, and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop assigned staff on relevant skills to enable them to become proficient on the job and deliver respective section objectives.
Policies, Systems & Continuous Improvement
- Implement approved Section and Department policies, processes, systems, standards, and procedures in support of the Section's work programs in line with Company and International standards.
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.
Performance & Compliance
- Contribute to the achievement of approved Performance Objectives for the Section and Department in line with the Company Performance framework.
- Comply with relevant HSE policies, procedures, and controls and applicable legislation and sustainability guidelines in line with international standards, best practices, and ADNOC Code of Practices.
- Provide inputs to prepare Section MIS and progress reports for Company Management.
- Investigate and highlight any significant variances to support effective performance and cost control.
Qualifications & Experience
- Bachelor Degree in Accountancy or relevant discipline.
- Minimum 8 years of experience, including at least Budgeting and Accounting function experience.
- Professional Certifications as applicable.
