Role Overview
Contracts Management Department Manager (Central) at HILL International. This role is based in the Kingdom of Saudi Arabia and leads the contracts management function across the program.
Role Purpose
Establish and lead the contracts management function, ensuring all contracts are administered in full compliance with client requirements, PMM procedures, and Saudi procurement regulations. Oversee the entire contract lifecycle from formation through close-out, manage team capability and knowledge transfer, and provide strategic oversight on contract risks, negotiations, and dispute resolution.
Key Responsibilities
Department Operations & Governance
- Develop and obtain ratification of department operating structure, processes, and procedures based on PMM frameworks.
- Monitor adherence of contracts to government and client contractual and procurement regulations.
- Ensure proper implementation of project close-out processes and procedures according to PMM.
- Inform yourself of relevant quality, environmental, safety, and occupational health policies, manuals, and procedures within HILL International and ensure continued compliance while employed.
Contract Lifecycle Management
- Oversee functional compliance for awarded contracts across performance, guarantees, invoicing and payment, change management, claims, preliminary and final handover, defects and warranty, and close-out.
- Review change requests and claims and recommend them for approval.
- Review project suspension and withdrawal requests and recommend for approval.
- Oversee the entire contract lifecycle, including performance monitoring, payment administration, change management, claims resolution, and project close-out.
Team Leadership & Capability Development
- Maintain functional responsibility for contract administrators assigned to Clusters and Business units.
- Assess the capability of the Client's existing contracts staff and recommend appropriate roles and responsibilities.
- Prepare the Contracts Management Section knowledge transfer program, which includes comprehensive on-job learning.
- Lead team leadership and capability development while supporting knowledge transfer across the function.
Bid and Contract Formation Support
- Support other departments with contracts formation and management services, including templates for consultants' services contracts and General Engineering Services contracts.
- Support NWC in reviewing the commercial part of bid packages.
- Support bid evaluations and contract formation activities.
Contractor and Supplier Management
- Maintain NWC's consolidated list of approved contractors, consultants, and suppliers.
- Manage approved contractor and supplier frameworks.
Strategic Oversight
- Provide strategic oversight on contract risks, negotiations, and dispute resolution.
- Ensure effective and consistent project delivery through contract management excellence.
General Duties
- Perform other duties as assigned by line manager or supervisor.
Qualifications & Experience
- Bachelor's degree in engineering from an accredited university.
- Minimum 20 years' experience in contract management, including overall responsibility for contract management on large-scale projects.
- Experience with Kingdom of Saudi Arabia procurement law.
- Direct experience in managing workload distribution, execution of work, and personnel management.
- Formation and administration of (sub) contracts: pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring contractor performance, back charges, and resolution of claims and disputes.
- Technical and administrative knowledge of engineering and construction industry contracting practices, government and commercial procurement regulations and practices, policies, procedures, and work practices.
- Demonstrated experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning, and scheduling.
- Thorough knowledge of prime contracts management administration and (sub) contract formation and administration, execution office and field procedures, and documents relating to multi-discipline construction projects.
- Preferable experience of working in KSA.
