Role Purpose

Oversee all construction activities on civils and cut & cover projects within site boundaries, ensuring compliance with schedules, safety standards, quality requirements, and regulatory obligations while managing contractor performance and identifying opportunities for cost savings and improved delivery timelines.

Key Responsibilities

Construction Oversight & Progress

• Oversee construction activities within the site boundaries from inception to completion.
• Ensure progress of works are carried out according to contractor's schedule.
• Undertake site inspections, testing and commissioning as per the project management process.
• Oversee the administration of projects during the construction cycle including technical, financial, and client satisfaction.

Resource & Equipment Management

• Monitor and report availability of labors, equipment and tools.
• Ensure all resources are in acceptable operating level and in accordance with all legal laws and rules of UAE and the specific requirements of the project.

Permits & Compliance

• Ensure that contractors have obtained all necessary permits to work.
• Ensure adherence to quality standards, health and safety requirements, and regulatory compliance throughout construction execution.

Safety Management

• Oversee site safety supervision by contributing to the development, implementation, and maintenance of the site safety plan.

Contractor Management

• Manage contractors by establishing priorities and objectives, overseeing performance, and providing continuous feedback, guidance, and direction.
• Ensure contractors fulfill their contractual, legal, moral, and other obligations.
• Acts as advisor to subordinates to meet schedules and/or resolve technical problems.

Risk & Contract Management

• Assist the client in overseeing construction by identifying risks, opportunities, and recommending strategies for cost savings and improved project delivery timelines.
• Understand contracts and effectively manage related risks, comprehend claim avoidance, and handle claims from a construction perspective when necessary.
• Fulfill contractual performance conditions.

Reporting & Communication

• Generate internal and external reports related to project status, summarizing construction activity progress for higher-level management and the Client.

Planning & Coordination

• Accountable for the development, coordination, and execution of the planning, design and/or construction management activities and personnel under individual's direction on a day-to-day basis.

Ad-Hoc Duties

• Any ad-hoc duty assigned by the line manager.

Qualifications & Experience

• Bachelor's degree in civil engineering, architecture, or a related field; advanced degrees or professional certifications preferred.
• Minimum 15 years of experience in similar construction management roles, specifically in rail design and consultancy projects.
• Experience in risk management, contract administration, and procurement processes.
• Proven track record of successfully managing large-scale rail construction projects from inception to completion.

Skills & Competencies

• Strong leadership skills and experience in managing multidisciplinary construction teams.
• Excellent communication, negotiation, and stakeholder management skills.
• Comprehensive knowledge of industry best practices, standards, and regulations related to airport construction.
• Strong analytical and problem-solving skills.
