Role Overview

Commercial Manager – Manager, Subcontracts (OSUB50) at KBR Sustainable Technology Solutions (STS), based in Jubail. The role manages all activities related to obtaining and executing contracts for maintenance activities within the Maintenance Department.

Role Purpose

The Commercial Manager is responsible for ensuring successful contracting and procurement of maintenance services, from scope development through contract close-out. The role works to achieve world-class performance in the maintenance department by coordinating with multiple stakeholders and ensuring compliance with contractual, operational, HSSEQ, and governance requirements.

Key Responsibilities

Scope and Strategy Development

• Develop Scopes of Work (SOW), evaluation criteria, contracting strategies, and preliminary cost estimates for maintenance activities during Normal Operations, Shutdowns, and Turnarounds.

Tendering and Procurement

• Manage the complete tendering and procurement process, including bidder selection, Instructions to Bidders (ITB), tender clarifications, commercial evaluation, negotiations, recommendations for award, and contract finalization.

Contract Administration and Cost Management

• Lead contract administration and commercial management, including cost control, budget monitoring, payment verification, variations, change orders, claims management, and contractual risk mitigation.

Contractor and Subcontractor Management

• Manage and coordinate contractors and subcontractors, including mobilization, performance monitoring, KPI evaluation, corrective actions, and contract close-out to ensure compliance with contractual and operational requirements.

Compliance and Governance

• Ensure all maintenance contracts incorporate and comply with applicable HSSEQ, QA/QC, technical, commercial, and company governance/DOA requirements, maintaining appropriate documentation and audit trails.

Cross-Functional Coordination

• Provide commercial leadership and cross-functional coordination with Maintenance, Procurement, Operations, Engineering, Finance, HSSEQ, QA/QC, and contractors to ensure timely, cost-effective, and successful execution of maintenance contracting activities.

Qualifications & Experience

• Bachelor's degree.
• Minimum 7+ years' experience in Contracting with strong experience in Oil & Gas/Refinery Maintenance.
• Proven experience in maintenance contracting, subcontractor management, and procurement activities.
• Strong understanding of supervising and coordinating bidding processes for maintenance activities.
• Strong understanding of Contracts Administration, cost control, and budget management.
• Good technical understanding of maintenance execution management.
• Good technical understanding of contractor and subcontractor management.
• Good technical understanding of People Management.
