Role Purpose
Prevent financial and economic crime from entering the financial system and compromising the integrity of and trust in the financial system by reviewing and assessing Financial Crime Risks of existing and potential clients, investigating client relationship compliance with rules and regulations, and ensuring Deutsche Bank does not become involved in money laundering, terrorist financing and other reputational risks.
Key Responsibilities
Client Risk Assessment & Review
- Conduct Client reviews escalated under the KYC Policy at New Client Adoption (NCA), Regular Review (RR) or during Event Driven Review (EDR).
- Review and assess Financial Crime Risks of existing and potential clients.
- Investigate periodically if client relationships remain compliant with external and internal regulations and Deutsche Bank's KYC/AML policies and procedures.
- Provide guidance and make decisions in relation to financial crime matters pertaining to a specific Client.
- Be a point of contact for any AML queries and higher risk Clients.
Compliance & Policy
- Adhere to internal and external policy and regulation, notably in respect to KYC.
- Keep abreast of new rules, regulations, policies and procedures.
- Provide input into the development and update of KYC/AML related policies, procedures, KOPs and guidance.
- Support the MLRO to assess the impact of new AFC related internal and external rules and ensure that local guidelines and procedures are in line and reflect German and local AFC laws and regulations.
- Support the MLRO in assessing the conformity of internal policies and procedures, systems and controls with relevant regulatory obligations and DB Group standards.
- Support the MLRO in developing and maintaining the AFC related Internal Control Framework.
Advisory & Guidance
- Provide AML advice including, but not limited to, KYC/AML issues arising in the KYC process, AFC policy and local regulatory environment, and control oversight.
- Conduct screening of international sanctions, embargoes and OFAC entries as and when required.
Operations & Documentation
- Manage day-to-day tasks independently and take full responsibility and ownership thereof.
- Prepare, check and sign off internal documentation supporting the adoption of new cases and existing cases.
- Perform control testing.
- Discharging the responsibilities of AFC as set out under global KYC policies to ensure appropriate reporting, escalation of issues and/or incidents.
Reporting & Escalation
- Ensure appropriate reporting and escalation of issues and/or incidents to the MLRO and/or Regional Head of AFC.
- Support the MLRO with the collection, submission and delivery of AFC/KYC MIS.
- Liaise with stakeholders to ensure appropriate implementation, reporting, processing and escalation of KYC matters and/or incidents.
Implementation & Projects
- Support the MLRO to implement AFC policies and procedures.
- Support the MLRO to implement any country, regional or global AFC projects and programs.
Training & Development
- Deliver AFC related training to the 1st LoD and maintain training records and general upkeep of training material and its content.
Authority & Access
- Have unrestricted access to all information, data, records and systems in the Bank deemed necessary to fulfil the function.
- Have decision-making authority over the Business on AFC related matters.
Qualifications & Experience
- At least 5 years' experience within AML/KYC, preferably within a DFSA/CBUAE regulated bank or financial institution.
- Private Banking experience preferred.
- Bachelor's Degree with a background in Business, Accounting or Finance.
- Relevant AML qualification from an internationally recognized body such as ACAMS (Association of Certified Anti-Money Laundering Specialists) preferred.
- Strong knowledge of the DFSA relevant AML and CFT rules and regulations; CBUAE rules and regulations as an added advantage.
Skills & Competencies
- Fluency in English as prerequisite; Arabic knowledge as an added advantage.
