Role Overview

Building Delivery Manager with IOTA GROUP, based in Sohar, Oman. The role delivers end-to-end project accountability for assigned buildings and associated facilities on an onshore energy project in Iraq, spanning engineering, procurement, construction, pre-commissioning, commissioning support and handover.

Company Overview

The client is a global multi-energy company operating large-scale refining and petrochemical facilities. It transforms crude oil into fuels and essential industrial products through highly integrated and technologically advanced operations. The organisation is recognized for its strong HSE culture, operational excellence, and commitment to reducing environmental impact.

The project implements a fast-track gas treatment facility to valorize high-pressure associated gas that would otherwise be flared. The facility will handle significant gas volumes while supporting ongoing oil production operations.

Role Purpose

Provide on-site leadership and delivery assurance for piping construction activities under challenging timelines. Ensure safe, timely and quality delivery of assigned project buildings, supervise contractors closely, coordinate multidisciplinary interfaces, identify blockers early, and drive corrective actions to protect schedule, HSE, quality and handover readiness.

Key Responsibilities

Delivery Oversight

  • Maintain a consolidated view of delivery status for assigned buildings from engineering through commissioning handover.
  • Cover end-to-end delivery of assigned buildings, including engineering maturity, procurement readiness, construction progress, quality control, HSE performance, pre-commissioning and commissioning readiness.
  • Deliver assurance, supervision and close follow-up of contractors.
  • Coordinate multidisciplinary interfaces across construction, engineering, procurement, planning, HSE, QA/QC, commissioning and operations.

Coordination & Governance

  • Lead weekly multidisciplinary meetings and ensure decisions, actions, owners and due dates are recorded and followed until closure.
  • Coordinate construction completion, mechanical completion, system prioritization and handover sequence with commissioning stakeholders.

Risk Management & Escalation

  • Identify blockers early and drive clear corrective actions with owners and due dates.
  • Escalate delivery risks, blockers and deviations through factual reporting and recommended management actions.

Contractor Management

  • Follow up contractors' mobilization, staffing, site organization, workface readiness and execution priorities.
  • Challenge contractor plans, identify delivery risks and drive timely corrective actions.

Engineering & Procurement

  • Track engineering deliverables, technical queries, approvals, design maturity and field engineering support required for construction continuity.
  • Monitor procurement and material availability for equipment, bulk materials, construction packages and subcontracted scopes affecting site progress.

Construction Execution

  • Monitor construction execution, productivity, progress measurement, look-ahead planning, constraints and recovery actions.

Health, Safety & Environment

  • Verify that HSE requirements are understood and implemented, with prompt follow-up of observations, incidents and corrective actions.

Quality Assurance

  • Verify quality implementation, including inspection readiness, NCR management, punch list closure and compliance with approved specifications and procedures.

Reporting

  • Provide concise reporting to Client management on schedule, progress, risks, HSE, quality, blockers, contractor performance and required decisions.

Qualifications & Experience

  • Significant experience in building, infrastructure, industrial facilities or EPC project delivery, preferably in oil and gas, LNG, petrochemical or heavy industrial projects.
  • Strong multidisciplinary coordination experience covering engineering, procurement, construction and commissioning interfaces.
  • Good understanding of HSE, QA/QC, construction planning, progress measurement and mechanical completion principles.

Skills & Competencies

  • Demonstrated ability to challenge contractor plans, identify delivery risks and drive timely corrective actions.
  • Strong communication skills, with the ability to report clearly, escalate factually and coordinate stakeholders without direct line authority.
  • Site-based mindset, hands-on follow-up and strong discipline in action tracking and closure.

Additional Information

  • Site-based role with daily interface with construction, engineering, procurement, planning, HSE, QA/QC, commissioning and operations representatives.
