Role Overview
Billeting Manager at V2X, located in Kuwait in support of WEXMAC. This position provides on and off post housing coordination and management for U.S. Military, DOD Civilians, and Coalition Forces.

Role Purpose
Directly responsible for providing and maintaining billeting for over two hundred permanent party Soldiers and for processing living quarters for PCS, TCS, TDY, and R&R Soldiers daily. This role manages property accountability, inventory, lease payments, utilities, and day-to-day cleaning operations while supervising a multi-cultural team in a challenging, fast-paced environment with frequent last-minute changes.
Key Responsibilities
Billeting & Housing Operations
- Provide on and off post housing for over two hundred permanent party Soldiers.
- Provide living quarters for PCS, TCS, TDY, and R&R Soldiers daily.
- Provide and maintain Billeting On-post for U.S. Military, DOD Civilians, and Coalition Forces.
- Manage day-to-day cleaning of billets.
- Develop Billeting Occupancy Plans, SOPs, Work Instructions, and training plans that support contractual requirements.
- React to last-minute changes in a timely manner.
- Plans, develops, and directs logistical and coordination support for multiple and simultaneous billeting and furnishings support requirements.
Financial & Administrative Management
- Coordinate payments of all building leases and utilities.
- Manage property inventory using an automated supply database for leased units.
- Oversee the administrative processing and maintenance of Housing documents to reflect losses, gains, or applicable changes of personnel and equipment.
Property & Equipment Accountability
- Maintain property book accountability of all equipment for the Billeting office.
- Perform Quality Control on receipt of new equipment.
- Establish and maintain supporting documents and files of all issued equipment for the housing section.
- Perform turn-ins of excess or unserviceable equipment.
- Direct, track, and maintain records for change of hand receipt holders.
- Responsible for Key control, property book, and GFE accountability of all equipment for the Billeting office.
Supervisory & Team Leadership
- Supervise multi-cultural team of personnel in delivery, receipt, issue, and return of equipment and supplies.
- Possess exact knowledge of all employees and their responsibility for the housing office.
- Participate in the career development of employees.
- Review and approve bi-monthly work schedules, subordinate work assignments, and time cards.
- Initiate overtime forecasts requests as needed to meet mission requirements.
- Request replacements through the Sr. Billeting Manager when openings occur in the sections.
- Assist as necessary in the interviewing process and recruitment of potential candidates for employment to housing.
Stakeholder & Compliance Management
- Interface with designated government representatives (COR, ACO, ACC), Vectrus Management, and other Vectrus Contractor elements to assure smooth operations and compliance with Government directives, standards, and needs.
- Respond to all Quality and Safety non-compliance concerns and issues (Customer comments, ICARs, NCRs) to quickly resolve findings and implement measures to prevent further occurrences.
- Perform other duties and assignments as required.
Qualifications & Experience
Education
- High school graduate or equivalent required.
- BA/BS in Hotel management or equivalent experience such as U.S. Army DPW Housing Management preferred.
- One year related experience may be substituted for one year of education if degree is required.
Experience
- Approximately 3 years of hotel/housing experience with at least 1 year of reservation/scheduling experience.
- Must have 5 or more years of customer service experience.
- Familiar with U.S. Army Protocol and DPW Housing operations.
- Thorough understanding of Furnishings management including all facets of military in and out-processing.
- Working experience of inventory and rotation operations.
- Preferred supervisory experience and two to three years of experience managing junior leadership and entry-level employees.
Clearance & Licensing
- Must be CAC Eligible and/or able to obtain a CAC.
- Ability to obtain host nation driver license.
Skills & Competencies
- Fluent in spoken and written English.
- Familiar with military rank structure, U.S. Army regulations, and pamphlets.
- Proficient in intermediate-level MS Office software applications including Word, Excel, Access, and PowerPoint.
- Possess strong problem-solving skills.
- Maintain good relations with the USG and Customers by communicating effectively and building rapport.
- Flexible and have excellent interpersonal skills.
- Recognize and quickly resolve customer issues.
- Work independently with little or no supervision.
- Handle multiple tasks at any given time.
- Possess excellent supervisory and management skills.
- Delegate work to subordinates according to changing priorities of the USG and Customers.
- Demonstrate strong leadership and influencing skills.
- Good organization and training skills essential.
- Ability to speak conversational Arabic or Hindi is a plus.
Additional Information
Working Conditions
- Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions (hot, dry, dusty, desert environment with average temperatures of 30 degrees in winter and 130 degrees in summer months).
- Includes some industrial production environment conditions.
- Must comply with all Fire and Safety Regulations and post policies.
Physical Requirements
- Light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
- Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
