Role Purpose

Align IT solutions with business goals to enhance operational capabilities of city planning and development. Manage relationships between IT and business units to identify needs, recommend technological solutions, and oversee project execution that drives efficiency and effectiveness.

Key Responsibilities

Stakeholder Management & Liaison

• Act as liaison between IT department and business units in City Development sector, advocating for business needs in IT strategy.
• Facilitate workshops with stakeholders to gather inputs, refine business requirements, and set project priorities.
• Demonstrate success in collaborating with senior executives and cross-disciplinary teams.

Business Analysis & Requirements

• Identify and analyze business requirements and provide technical recommendations that support operational excellence.
• Develop and maintain business process documentation, ensuring alignment with technological solutions.
• Develop Business Requirements Documents (BRD) and business cases.

Project Leadership & Execution

• Lead and manage business analysis teams through project lifecycles while ensuring delivery meets timelines and quality standards.
• Monitor project performance, deliverables, and milestones while providing regular updates to senior management.
• Oversee execution of IT projects that drive efficiency and effectiveness.

Strategic Oversight

• Stay informed of emerging technologies and industry best practices that can enhance city IT operations and contribute to Qiddiya's vision.
• Establish frameworks for business analysis to facilitate data-driven decision making and support continuous improvement processes.
• Work autonomously, think strategically, and offer innovative solutions.

Qualifications & Experience

• Bachelor's degree in Information Technology or a related discipline (Master's degree preferred).
• 10+ years of relevant experience in business analysis, demand management, business relationship management (BRM), or IT consulting.

Skills & Competencies

• Strong analytical, communication, and facilitation abilities.
• Outstanding facilitation and analytical capabilities.
• Excellent skills in communication and stakeholder management.
• Skilled in the development of Business Requirements Documents (BRD) and business cases.
• Familiarity with demand or portfolio management tools such as ServiceNow, Clarity, or similar.

Additional Information

• Certifications such as CBAP, PMI-PBA, or ITIL are preferred.
