Assistant Resident Engineer - Civil_OHL

Role Overview

Assistant Resident Engineer - Civil for overhead transmission line (OHL) projects at WSP in the Middle East. You will lead and manage all aspects of OHL projects from initiation to closeout, ensuring adherence to project objectives, schedules, and budgets.

Role Purpose

To serve as the primary technical leader on-site for EPC civil works on overhead transmission line projects, supervising contractors, managing daily construction activities, and ensuring strict compliance with project requirements, safety standards, and regulatory obligations throughout the project lifecycle.

Key Responsibilities

Project Leadership & Planning

• Lead and manage all aspects of overhead transmission line projects from initiation to closeout.
• Act as the primary technical leader on-site for EPC (Engineering, Procurement, and Construction) civil works.
• Collaborate with internal teams and external stakeholders to develop project plans, including scope definition, resource allocation, and risk management strategies.
• Provide technical guidance and support to project team members, supporting the Principal Resident Engineer, Project Manager, Contractor, and clients.

Construction Supervision & Inspection

• Supervise contractors and manage daily OHL construction activities.
• Inspect and approve civil works (earthworks, tower foundations, access roads, drainage) to ensure compliance with approved drawings, Method Statements, and ITPs (Inspection & Test Plans).
• Conduct regular site inspections and quality assurance checks to monitor progress, identify issues, and resolve construction-related challenges in a timely manner.
• Verify and certify materials and work measurements.

Technical Review & Documentation

• Review and approve civil drawings, shop drawings, material submittals, and geotechnical reports.
• Maintain complete project records, including technical documentation, test reports, and as-built drawings, ensuring proper handover upon project completion.
• Verify all as-built documents and complete the project closeout process.
• Coordinate RFIs (Request for Information) and NCRs (Non-Conformance Reports).

Coordination & Stakeholder Management

• Coordinate with multidisciplinary teams (electrical, MEP) and attend progress meetings.
• Coordinate Permits/NOCs (No Objection Certificates) required for site activities.
• Coordinate with Contractor's suppliers and vendors to procure materials, equipment, and services necessary for project implementation.
• Address technical inquiries, resolve disputes, and mitigate project risks.

Reporting & Progress Management

• Submit daily and weekly progress reports.
• Conduct regular progress review meetings and project scope reviews.

Health, Safety & Environment

• Ensure strict adherence to HSE (Health, Safety, and Environment) standards and UAE/TAQA safety regulations.
• Promote a safety-first culture.
• Conduct HSE auditing of work and reporting.
• Ensure compliance with environmental regulations, permitting requirements, and safety protocols throughout the project lifecycle.
• Foster a culture of safety, professionalism, and excellence among project team members.

Qualifications & Experience

• Bachelor's degree in civil engineering or related field; Master's degree preferred.
• Professional Engineer (PE) license preferred.
• Minimum of 15 years of experience in civil engineering, with a focus on overhead transmission line projects.
• Extensive knowledge of transmission line design, construction, and maintenance practices, including tower configurations.
• Expertise in reinforced concrete foundations, geotechnical investigation, tower spotting, and stringing logistics.

Skills & Competencies

• Proficiency in relevant engineering software and tools, such as PLS-CADD, PLS-POLE, and AutoCAD.
• Excellent project management skills, including the ability to develop and execute project plans, manage resources, and mitigate project risks.
• Effective communication and interpersonal skills, with the ability to interact professionally with diverse stakeholders and build strong client relationships.
• Leadership qualities, including the ability to inspire and motivate project teams, foster collaboration, and drive results.
• Strong understanding of health, safety, and environmental (HSE) practices to ensure a safe worksite.

Additional Information

• Willingness to travel to project sites as needed and work flexible hours to accommodate project requirements.
