Assistant Manager - HSEQ

Role Overview

Assistant Manager - HSEQ at Ejqa. This is a site-based management position responsible for health, safety, environment, and quality (HSEQ) operations, compliance, and continuous improvement within assigned operational areas.

Role Purpose

To ensure the assigned site operates safely, compliantly, and effectively by implementing technical HSEQ procedures, managing ISO standards, conducting investigations, coaching personnel, and acting as the principal technical specialist and point of contact for all HSEQ matters to internal and external stakeholders.

Key Responsibilities

Internal Communication & Reporting

• Report on delivery of Milaha HSEQ services and status of site-level HSEQ assurance and compliance evaluation.
• Track progress of HSEQ-specific tasks within defined projects that have been assigned.
• Facilitate site training as delegated by line management.
• Direct site operational management response to provide multi-disciplined technical advice and maintain regulatory compliance against high-risk operational activity.
• Measure assigned site HSEQ compliance and implementation levels and provide detailed reports to management.

External Communication & Stakeholder Management

• Serve as the primary point of site contact for functional subject matter expertise communication with clients, contractors, and external certification bodies.
• Provide operational interface with contractors to enable regulatory compliance and alignment of site operations.
• Provide technical support to operational managers on potential conflicts between the business unit and clients, regulatory authorities, or other interested parties affecting the site.
• Identify and communicate HSEQ-relevant international, GCC, and Qatar laws and regulations and provide advice on specific requirements within the assigned site legal register to enable compliance.

Occupational Health & Safety Accountability

• Ensure a safe place of work, safe systems of work, safe plant and equipment, and provision of information and training as accountable to line manager and direct reports.
• Ensure personal safety and that of all personnel under authority, including others who may be affected by the company's activities.
• Conduct risk assessments on activities within their department ensuring that methods and safe systems of work are safe and implemented.
• Ensure all employees and contractors under control are competent to undertake their duties.
• Ensure all accidents, incidents, and near misses are reported and investigated.
• Promote good behaviours and set a personal example with regard to occupational health and safety matters.

HSEQ Procedures & Continuous Improvement

• Ensure implementation and effectiveness of technical procedures, specialist manuals, and forms to provide the assigned site documented work procedures and processes.
• Provide site-level continual improvement and operate to international standards in line with client, contractual, and legal requirements.
• Evaluate assigned site work processes and performance against objectives, providing transparency, efficiency, and financial savings, removing duplication, and offering cost-effective solutions that increase performance, reduce waste, and eliminate loss.
• Conduct technical HSEQ coaching for all levels of business unit site management and personnel.

ISO & Compliance Management

• Manage and coordinate ISO international standards-related activity for the assigned site inclusive of corrective actions monitoring, management, and closure.
• Conduct investigations in accordance with procedural requirements and document HSEQ incidents, providing detailed reports.

Technical Leadership & Supervision

• Act as technical specialist for health and safety matters and principal point of contact for the business unit within the assigned site.
• Supervise subordinate staff, assign work activities, monitor performance, and review results.
• Act as a coach to subordinates, identify opportunities for training and development according to site needs.
• As assigned, participate in business unit and/or site HSEQ committees.
• Perform other job-related duties as assigned.

Decision-Making Authority

• Exercise autonomous authority to enact a stop work on operational activities at any point where there is reasonable expectation that an event could occur resulting in injury, environmental effect, or damage to property.
• Undertake whatever corrective action deemed reasonable at a given point in time to mitigate risk to people, environment, or property.

Qualifications & Experience

Education & Professional Qualification

• 3-year Full Time Degree in Health and Safety from a recognised institution; or
• 3-year Full Time Degree (Associated Degree) from a recognised institution and a 2-year Full Time Graduate Diploma in Health and Safety; or
• 3-year Full Time Degree (Associated Degree) from a recognised institution and NEBOSH Diploma in Occupational Health and Safety; or
• 3-year Full Time Degree (Associated Degree) from a recognised institution and Chartered member of IOSH

Preferred Qualifications

• Auditor qualification (possible Lead Audit) for ISO accreditation framework.
• Root Cause Analysis certification.
• Training and Assessment qualification at Level 4 or higher.
• First Aid certification.

Professional Experience

• 6–9 years of experience, of which 5 years as HSE professional in heavy industry.
• At least years of experience with management accountability of site HSEQ operational functions.

Skills & Competencies

Technical & IT Skills

• Good knowledge of Office and web applications.
• Advanced MS Excel and PowerPoint skills.

Language Skills

• Fluent spoken and written English.
• Ability to write high-level reports of a precise nature.

Knowledge & Expertise

• Proven success in the implementation of an effective safety process culture in a multinational environment where perceptions of safety and risk vary considerably.
• Sound knowledge of international best practices gained from global companies that operate in high-risk, high-consequence environments governed by stringent regulatory requirements.
