Advisor-Health and Safety

Role Overview

Advisor - Health and Safety at Transguard Group, Dubai. This role will develop and implement the Health & Safety Management system at Transguard worksites and ensure compliance with International Safety Standards (ISO 45001 & 14001).

Company Overview

Transguard Group operates worksites and business units across multiple locations, with accommodations and client-facing operations requiring coordinated HSE management.

Role Purpose

Serve as the primary provider of health, safety, wellbeing, and environmental information and technical guidance across the organization. Develop HSE guidelines in coordination with the HSE Manager, establish systems and policies to prevent incidents, and support the development of a strong HSE culture across Transguard.

Key Responsibilities

Policy & Compliance

• Implement organizational and client HSE policies and procedures in compliance with ISO 45001:2018, 14001:2015, and other applicable HSE standards at worksites.
• Advise the business on health and safety matters and assist in implementation of the health and safety management system.
• Ensure compliance with applicable legal requirements pertaining to Health, Safety, and Environment.
• Manage and coordinate all HSE matters related to Business Units in compliance with HSE requirements, including specifications, safety codes, legal requirements, and Transguard policies and procedures.

Inspection & Assessment

• Conduct periodic safety inspections to identify HSE hazards at the workplace and premises.
• Ensure identified hazards are minimized by implementing adequate control measures.
• Carry out regular site visits to Transguard accommodations to ensure safety standards are implemented and practiced.
• Conduct building safety assessments for Transguard accommodations.
• Coordinate within business units to conduct occupational risk and opportunity assessments and environmental aspects and impact assessments.

Stakeholder Management & Training

• Work closely with Transguard client health and safety representatives to ensure Transguard staff are aware of and following client health and safety procedures.
• Attend client meetings whenever required.
• Conduct HSE awareness training sessions within the organization to promote safety culture.
• Conduct or arrange job-specific training for operatives.
• Verify the permit to work system and implement safe systems of work to ensure operational activities are carried out with all safety precautions in place, where applicable.

Documentation & Audits

• Prepare all necessary HSE documents as per client and legal requirements for new sites before mobilization.
• Ensure HSE documents are followed and regularly revised to include any changes.
• Conduct internal audits as per schedule.
• Attend audits with external auditors and clients whenever required.
• Ensure all HSE-related data is maintained on the shared folder or SharePoint in a timely manner.
• Ensure tracking and maintenance of all records and documents related to HSE, including training records and investigation reports.

Investigation & Continuous Improvement

• Investigate HSE incidents and noncompliance events to determine root cause.
• Recommend remedial actions to prevent reoccurrence.
• Identify patterns in lagging indicators that may require further investigation and improvement across the business and within individual business units.

General

• Perform any other business-related tasks assigned by line manager.

Qualifications & Experience

• Four to five years of experience in a similar field.
• Bachelor's degree in science, HSE, or equivalent from a recognized university.
• Any recognized qualification in HSE such as NEBOSH IGC or NVQ.
• Lead or internal auditor qualification in HSE management systems (ISO 45001 or 14001).
• Basic First Aid and Fire Fighting training.
• Any internationally accredited environment certificate (preferable).
• Knowledge of UAE HSE legislation, codes of practice, municipality guidelines, OSHAS, or other emirate HSE regulations.
• Valid UAE driving license.

Skills & Competencies

• Good knowledge in implementing HSE standards, including policies, procedures, and ISO standards such as ISO 45001 and 14001.
• Working knowledge of project execution and technical knowledge of safety systems such as firefighting systems.
